  33. Try connecting to the modem from the system at 38.4K, and then
  34. doing an ATZ followed by an AT&W.
  35.  
  36. When the modem is first powered up or reset, it will answer calls 
  37. with the port speed set to whatever speed it was programmed (AT&W)
  38. with last.  That could be your problem.
